Federal Contractors and Grant Recipients Getting Ready for SAM Migration on May 29th

By Celeste Osborne

Change is coming soon for businesses and organizations that do business with the federal government. Starting in May the System for Award Management, or SAM, will integrate the eight current federal procurement systems and the Catalog of Federal Domestic Assistance into a single new streamlined system. The affected legacy systems include CCR, FedReg, ORCA, EPLS, CFDA, eSRS, FBO, FPDS-NG, FSRS, PPIRS, and WDOL.

Right now vendors access many different websites to do business with the US Government. Since these systems can't talk to each other, a separate login is required and vendors must enter their information into each one, even if the same information is needed for each website.

The System for Award Management, or SAM, will be replacing these 'siloed' legacy websites soon. Vendors will soon only need a single login to register, file their reps and certs, and search for federal procurement opportunities. The new streamlined system will only require information to be entered once, eliminating problems caused by duplicated or conflicting data.

SAM is being released in multiple phases, starting with CCR, ORCA, FedReg, and EPLS on May 29th, 2012. The GSA expects the entire migration of all systems to be completed sometime in February 2013.

Experts are expecting the new SAM site to be in high demand come May 29th, meaning long page loading times and difficulty accessing the system. Federal Help Desk may also find itself over capacity with questions and assistance requests from users trying to migrate their account.

Vendors should take steps to get ready for the migration now by reviewing their CCR account. The most important thing you can do now is verify your login and email for CCR. These will be vital when migrating your account to SAM. With over 300 changes planned for CCR in the new system, now is also a great time to review your registration. Any errors or omissions could complicate migration and should be corrected in any case to avoid problems with payment or contract awards. Registrants are also advised to review their POCs to eliminate staff who are no longer with the company or should no longer have access to their CCR registration.

With the migration date creeping up quickly, vendors and grant recipients should consider hiring a third party registration firm to assist in the migration. This third party will review the CCR and ORCA to ensure everything is up to date and correct, then manage the entire migration so there are no hiccups in your registration status.
